Job Description

Serves as Congressional Affairs Communications Specialist and is responsible for developing the Congressional engagement strategy and controlling, analyzing, researching and formulating official responses to requests. This is a hybrid role and requires 1 to 2 days onsite.

Key Responsibilities
  • Serves as the principal advisor for leadership on all Congressional Affairs matters. Functions as a Congressional technical authority and provide consultation to senior leaders in developing Congressional engagement strategies. Analyze and evaluate Congressional Affairs needs to advise leadership and other leaders of information that should be made available to stakeholders.
  • Assist in planning, developing, and implementing the command’s Congressional Affairs programs, policies, activities, and stakeholder engagements.
  • Support strategic communications in the development and execution of a proactive Congressional stakeholder engagement strategy. Create and communicate information through verbal, written, and electronic media to convey key strategic messages for the organization to Congressional stakeholders.
  • Develop Congressional engagement strategy and proactively seek out and plan Congressional engagements with senior leaders and experts to tell the story of the command and its work.
  • Coordinate, plan, and prepare for briefings, hearings, meetings, and other external events involving Congressional members and representatives, to increase understanding of the command’s work, mission, and resources.
  • Develop materials including information papers, fact sheets, PowerPoint briefings, and prep materials for all levels of the command. Disseminate informational materials to Congressional stakeholders to enhance the understanding of the organization’s projects and capabilities.
  • Produce written documents for senior officials including briefing materials, legislative summaries, background papers, and correspondence.
  • Collaborate with subject matter experts to promptly respond to information requests from external and internal stakeholders. Prepare well-written and error-free responses compiled from across the command, other Services or agencies as appropriate.
  • Support the coordination, planning, and execution of Congressional engagements.
  • Serve as a point of contact for Congressional inquiries and requests. Establish and maintain effective working relationships with Congressional Affairs officials as appropriate.
  • Evaluate and provide guidance to overcome challenges encountered in communicating programs and strategy.
  • Coordinate subject-matter expert reviews of materials being presented to Congress.
  • Review, analyze, and track defense legislation for potential impacts to command programs and initiatives. Identify and document impacts and effectively communicate them to command leaders.
  • Collaborate with legislative liaisons, Congressional Affairs and other stakeholders to execute Congressional engagement strategy.
  • Develop training program to educate key leaders and staff on how to appropriately engage with Congress.
  • Analyze and develop legislative proposals, ensuring coordination with appropriate action officers within the command and across Defense Health Agency and Service HQ staffs.
  • Coordinates the completion and review of congressionally mandated reports.

Required Qualifications
  • Prior Congressional Affairs or Legislative Liaison experience.

Preferred Qualifications
  • Masters in Legislative Affairs or Public Policy
